respecting Professional Rights of Dental Technicians

Art. 1

In order to be able to acquire the right to practise on their own responsibility in accordance with Act No. 109/2000 respecting Professional Rights of Dental Technicians dental technicians shall attend a course (courses) which the Minister of Industry deems satisfactory or acquire education in a comparable manner. There shall be consultation with specialists concerning the extent of courses, if necessary. The Minister of Industry will require satisfactory attendance and performance at courses.
Both Masters and Journeymen of Dental Technology may attend these courses, but Master qualification is conditional for the granting of professional rights by the Minister of Industry. There shall be consultation with the Icelandic Dental Technicians} Association and, depending on circumstances, other parties concerning the granting of rights, if necessary.
The Minister may assess education which has been acquired as being equivalent to courses and parts thereof, as well as professional experience, provided that there will, as far as applicable, be sought consultation with the parties concerned about such an assessment.

Art. 2

Prior to Dental Technicians holding rights commencing on their own responsibility the fabrication of full dentures and in the process taking impressions and fitting, a client shall submit a certificate from a Physician or a Dentist to the effect that there be not present any pathological changes or congenital defects in the mouth of the client concerned.
In case Dental Technicians holding rights fabricate partial dentures on their own responsibility and in the process take impressions and engage in fitting, they shall adhere to rules laid down by the Minister of Industry to the effect that part of the work of Dental Technicians according to para. 1, Art. 1 of Act No. 109/2000 respecting Professional Rights of Dental Technicians shall be discharged in co-operation with a Dentist. The co-operation of a Dental Technician and a Dentist concerning the fabrication of partial dentures shall be finalized in writing prior to the commencement of the actual fabrication. In such cases no special certificate of health is required, provided that a Dentist has inspected the client. The actual fabrication of a partial denture is not considered to have been commenced merely through a client having consulted a Dental Technician. The Director General of Public Health shall supervise the co-operation in the fabrication of partial dentures, cf. subparagraph 2 of Art. 3 and Art. 5 of the Act.
Dental Technicians holding rights shall meet further conditions which may be laid down in Acts other than that respecting the Professional Rights of Dental Technicians.

Art. 3

The present Regulation, being laid down under authority contained in Art. 3 of Act No. 109/2000 respecting Professional Rights of Dental Technicians, enter into force forthwith.
